Svea: Scaling Sweden’s largest collaborative AI project within the public sector
The Swedish public sector faces a demographic challenge where a shrinking workforce must meet the needs of an aging population, while administrative tasks remain burdensome and time-consuming. To safeguard public welfare, adopting large language models can support routine tasks, freeing up time for more complex and value-creating work.
During 2025, the project for the Shared digital assistant for the public sector, also known as Svea, continued to scale across municipalities, regions, and government agencies. More than 50 organizations participated and co-funded the Svea project, and another 65+ new partners are joining in 2026. Svea is more than a web-based chat interface; the project supports skill development, analyzes the application of legal frameworks, and investigates secure data sharing, all running on infrastructure in Sweden. The project is coordinated by AI Sweden and is Sweden’s largest collaborative AI initiative within the public sector.

When research is translated into concrete benefit
Through our projects, a large number of actors create solutions that make a difference – from north to south, in ports, cities, regions and globally. By translating research into concrete benefit, we strengthen both essential societal functions and Sweden's competitiveness, while becoming more sustainable. Below you see how we in practice pave the way for sustainable shipping, develop tools for more equitable ambulance care and attract international establishments to Sweden.
Immersive installations that drive action
Visual Arena is an innovation environment where visualization and immersive technologies are used to help organizations understand, test, and put new technology into practice. Through facilitated innovation projects, shareable insights are created that lead to decisions, new ways of working, and long-term investments.
A clear example of impact within the framework of Visual Arena is The Swedish Laundry Room, a public test conducted in 2025 where over 100 participants contributed user insights regarding presence, participation, and multisensory storytelling in immersive environments. The initiative strengthened Visual Arena's role as an innovation actor and formed the basis for the trust to lead both the national initiative Immersive Sweden and the EU project Immersive ECHO - both of which started in 2026. Consequently, Sweden can be positioned as an active player in the emerging immersive era.

OpenEuroLLM: Building Europe’s foundation for trustworthy language models at scale
As stricter requirements around transparency, legal compliance, and digital sovereignty increasingly limit the use of commercial models in regulated environments, the demand for sovereign European large language models continue to grow. Against this backdrop, the EU has outlined a roadmap to secure Europe’s technical and economic independence. OpenEuroLLM is a major European collaboration addressing these challenges by developing open and compliant language models aligned with European values – a critical foundation for scaling AI responsibly.
OpenEuroLLM brings together 20 leading research institutions, AI companies, and supercomputing centers to advance European AI capabilities. During 2025, the project became the first AI initiative to receive coordinated strategic access and compute to multiple EuroHPC systems*, securing the infrastructure required to train next-generation European language models at scale. This is a major achievement and secures Sweden’s access to world-class compute.
Drones contribute to early situational awareness in accidents
In February 2025, the testing of autonomous drones equipped with defibrillators and high-resolution video cameras for early situational awareness began, within the framework of the PreViS project and the PICTA Prehospital Innovationsarena program.
After about ten exercises, the drone has flown in live operation in the city of Mölndal to get an early situational picture of major traffic accidents, building fires, drowning incidents and to deliver defibrillators. In connection with 42 alarms during 2025, it assisted the emergency dispatch center with images, which quickly got an idea of how many emergency resources they needed to send.
The drone project is a close collaboration between the Västra Götaland Region, the Healthcare Dispatch Center, Everdrone and the Greater Gothenburg Rescue Service.
Strengthening societal resilience
Since 2017, Medier & demokrati has been a national collaboration platform for applied research and innovation focusing on the information and media landscape and democracy.
As societal preparedness against disinformation, undue influence, as well as hate and threats toward key democratic groups becomes increasingly important, Medier & demokrati established the national initiative Forum för demokratisk kommunikation in 2024, in collaboration with the Psychological Defence Agency.
The forum strengthens the ability of journalists, researchers, and decision-makers to handle disinformation and undue influence by arranging conferences, networks, and knowledge sharing.
An example of the forum’s impact is an experimental research project on local journalism in crisis situations, where new forms of collaboration between civil society and journalism were tested to strengthen the supply of information in areas with low editorial presence. The project resulted in concrete lessons learned, increased preparedness, and unexpected spin-off effects.
LeakPro: Enabling collaboration around sensitive data through secure AI
Secure AI adoption requires resolving critical challenges in the intersection of legal and technology. A top priority for many organizations handling sensitive data is mitigating the risk of training data leakage from AI models.
In 2025, we concluded the LeakPro project together with our partners. A flagship initiative within our broader work on secure AI, the project combined advanced technical testing with legal and organizational perspectives to deliver a reusable open-source framework for evaluating privacy leakage in machine learning. The framework has been validated across several data modalities and within real-world settings in healthcare, pharma, and public sector contexts and serves as a tool for lawyers and technical experts to have a joint understanding of risks.

To make well-informed decisions that balance benefits against risks, we need a clear way to measure risk. From a legal point of view, there must be some form of consensus on managing and assessing risks for new AI solutions. Tools for evaluating the latest AI technologies are lacking, which is why a project like LeakPro is important to us.

Environmental benefit and economic efficiency in e-commerce
E-commerce is a key factor for the mobility of the future. Within the ASTER program (now Next Gen Retail), which ended in 2025, we have demonstrated through collaboration that environmental benefit and economic efficiency go hand in hand. The project E-com Ready: Optimized packaging focused on developing sustainable e-commerce packaging. Pilot tests with Apotea and Blomsterlandet showed significant results.
"The project provided us with valuable methodology and data, as well as enabling the industry collaboration required to create sustainable solutions."
Erika Svensson, Sustainability Manager at Apotea
Effects that live on
For more than a decade, Film & TV Lindholmen has been a strong driving force for innovation, collaboration, and development within film, television, and moving images. Through development funding, meeting places, and long-term work in close dialogue with the industry, the program has created concrete and lasting effects.
The innovation support has given over 200 projects the opportunity to test new ideas, technologies, and working methods in early stages. For actors such as VP Nordic, Storyplai, and Studio Jox, the support has been crucial in enabling them to work methodically, build technical foundations, and explore new forms of storytelling within fields like virtual production, AI, and VR—initiatives that would otherwise have been difficult to realize. As Film & TV Lindholmen now concludes in its current form, the effects live on: the courage to test, the willingness to share knowledge, and the insight that innovation requires time, trust, and the right conditions.
